    讓自家孩子在鏡頭前做吃播,導致孩子3歲體重就達70斤;故意給小寶寶喂酒,以此來拍攝其表情以取悅觀眾……有家長將兒童打造成網紅,並頻繁接受商務合作,以獲流量變現,一些過度消費“網紅兒童”的行為受到詬病。專家表示,禁炒“網紅兒童”,需要社會各界通力合作,同時加強執法檢查,一起堵住監管漏洞。,,還不會說話,就得習慣時刻在鏡頭前被記錄吃飯、玩耍的場景;尚在咿呀學語,卻要模仿講出網絡流行段子;還在學齡前,就要被安排學習表演各種影視橋段……,打開短視頻平台,越來越多的兒童被父母推到鏡頭前當上了網紅,不少視頻賬號單條內容動輒收穫超10萬個點贊。然而,一些過度消費“網紅兒童”的內容也傳遞出負能量。,日前,中央網信辦啟動“清朗・暑期未成年人網絡環境整治”專項行動,針對直播、短視頻平台涉未成年人問題,明確禁止16歲以下未成年人出鏡直播,嚴肅查處炒作“網紅兒童”行為等。對此,專家表示,禁炒“網紅兒童”,需要社會各界通力合作,同時加強執法檢查,一起堵住監管漏洞。,有家長為流量“啃小”,小朋友水汪汪的大眼睛,肉嘟嘟的小臉蛋,以及言行舉止自帶的“萌萌噠”屬性,讓萌娃類賬號近年來迅速成為各視頻平台上的大類。打開短視頻自媒體平台,時常會刷到一些擁有百萬乃至上千萬粉絲的“網紅兒童”。,一些家長開始為流量“啃小”。有運營兒童短視頻賬號的家長表示,靠娃就能月入15萬元。一些過度消費兒童的網紅賬號也開始受到關注和質疑。,此前,某短視頻平台女主播“小文雯很可愛”帶着六歲的“小佳麗”直播、拍短視頻吸引了不少關注,賬號運營兩年內多次登上平台熱門。而在直播期間,“小文雯很可愛”多次恐嚇女孩“我不要你了,我不是你媽”“你爸也不想要你,我要把你還給你爸”,致女孩大哭,以此博取網友關注,獲取廣告收益。在另一個表演父母離婚的作品里,孩子哭喊着“媽媽不要走,不要丟下我”,卻被身為“媽媽”的“小文雯很可愛”推在地上。目前,該賬號已被平台永久封禁。,曾經刷屏網絡的小網紅“佩琪”靠吃播吸粉。父母為了吸引眼球,讓自家寶寶做起了吃播。在爸媽的投喂下,“佩琪”一天天變胖,僅3歲體重就已達到70斤。許多網友對“佩琪”的身體狀況表示擔憂,父母卻在視頻標題中自豪地宣布:“馬上突破100斤!”,除了較為極端的案例,記者調查發現,還有一些“啃小族”家庭,其“消費”子女行為的危害是隱性的、緩慢的。例如,網絡上有這樣一類短視頻:一些家長故意給小寶寶喝酒,吃檸檬,聞有刺激性味道的食物,以此來拍攝寶寶的表情以取悅觀眾,獲得流量。這類視頻火了之後,往往會引發其他同類萌娃博主賬號的模仿跟進。,“未成年人成為網紅的路徑往往是由作為家長的成年人主導的,當孩子的商業價值被挖掘出來,這種模式很可能會被複制和模仿。”中國社會科學院大學社會學院少年兒童研究中心主任童小軍向《工人日報》記者表示,“長此以往,不僅會對孩子的身心健康產生傷害,也不利於為廣大未成年人營造一個健康的成長環境。”,打造“小網紅利益鏈”涉違法,家長將孩子的形象持續在網絡曝光,甚至頻繁接受商務合作,並獲得流量加持,形成“小網紅利益鏈”。對此,首都師範大學首都教育政策與法律研究院副教授羅爽認為,炒作“網紅兒童”不僅不利於孩子正常的社會化發展,還存在諸多法律風險。,“作為家長來說,為了盈利將孩子打造成網紅很有可能造成未成年人的網絡沉迷,並且也涉嫌違反未成年人保護法的有關規定。”羅爽表示,根據最新修訂的未成年人保護法第17條規定,未成年人的父母或者其他監護人不得放任未成年人沉迷網絡,接觸危害或者可能影響其身心健康的網絡信息,不得允許或者迫使未成年人從事國家規定以外的勞動。,除此之外,在炒作“網紅兒童”的利益鏈條上,一些運營公司招募未成年主播、平台對相關內容提供推送和流量也起到了推波助瀾的作用。對此,羅爽認為這些行為涉嫌違反未成年人保護法、勞動法中“禁用童工”的有關規定和相關規範性文件關於網絡直播平台加強未成年人保護的規定。,“例如今年2月剛出台的《關於加強網絡直播規範管理工作的指導意見》中就專門提到了‘加強未成年人保護’的內容。”羅爽說,“其中明確網絡直播平台應當嚴禁為未滿16周歲的未成年人提供網絡主播賬號註冊服務、應當向未成年人用戶提供‘青少年模式’、建立未成年人專屬客服團隊等內容。”,關鍵是堵住監管漏洞,“目前我國已初步形成了一個有關未成年人網絡安全保護的法律體系,現在最關鍵的是如何加強執法檢查,堵住監管漏洞。”羅爽對記者說。,據了解,很多萌娃賬號都是以孩子父母的身份信息註冊、運營,平台無法通過註冊身份鑒別,這也給平台和市場的監管增加了難度。,在童小軍看來,孩子接觸網絡的過程中,家長是第一責任人,有必要對孩子進行正確的引導,家長自身也需要樹立正確的價值觀,加強法治觀念和網絡素養,不能以牟利為目的育兒。,針對未成年人觸網行為,不少家長表示,還不知道如何在APP中設置“青少年模式”,甚至還有不少家長不知道這一模式。,“社會各界有必要加大宣傳力度、通力合作,學校、家長都要主動參与介入,讓這些監管保護措施真正起作用。”童小軍說。,據南都未成年人網絡保護研究中心今年發布的《短視頻直播APP青少年保護測評報告》显示,被測的20款APP中沒有一款達到未成年人保護程度高的層級;半數被測APP存在鼓勵、引誘用戶打賞的情況,且缺乏專門針對未成年人的退款機制。,羅爽認為,網絡服務的提供者在未成年人網絡安全保護的過程中扮演着非常重要的角色,必須根據法律的規定履行相關的職責。“當發現用戶發布傳播含有危害未成年人身心健康內容的信息時,應當立即停止傳輸相關的信息,採取刪除、屏蔽、斷開鏈接等處置措施,保存有關記錄,並向網信、公安等部門報告,儘快斬斷網絡傳播的鏈條。”羅爽表示,“一旦把這個環節及時控制住了,整個利益鏈也就形不成了。”,打開短視頻平台,越來越多的兒童被父母推到鏡頭前當上了網紅,不少視頻賬號單條內容動輒收穫超10萬個點贊。然而,一些過度消費“網紅兒童”的內容也傳遞出負能量。,讓自家孩子在鏡頭前做吃播,導致孩子3歲體重就達70斤;故意給小寶寶喂酒,以此來拍攝其表情以取悅觀眾……有家長將兒童打造成網紅,並頻繁接受商務合作,以獲流量變現,一些過度消費“網紅兒童”的行為受到詬病。專家表示,禁炒“網紅兒童”,需要社會各界通力合作,同時加強執法檢查,一起堵住監管漏洞。,
